Our client, a global consulting firm, is leading a large-scale administrative reform project with a progressive state government in India. This initiative is part of a broader effort to modernise governance by overhauling key systems across human resources, technology infrastructure, and public policy. The objective is to build more efficient, citizen-centric public institutions and improve long-term service delivery.

To support this critical transformation, the consulting team is seeking retired senior administrative officials to act as subject matter experts (SMEs), providing guidance specifically on the human resources dimensionincluding organizational structure design, policy frameworks, and public sector HR systems. These experts will play an essential role in shaping recommendations that are contextually relevant and rooted in practical, on-ground governance experience.

Key Responsibilities:

- Provide targeted HR-related advisory support to the consulting team, drawing from prior administrative experience

- Share insights on policy design, departmental HR structures, recruitment practices, and performance frameworks

- Act as a sounding board on the feasibility of proposed reforms based on state-level governance realities

- Participate in structured expert consultations (typically 23 hours per week) with the core project team

- Offer inputs on comparative administrative models and best practices from other Indian states

- Help ensure that recommendations align with state regulations and administrative protocols

Your Background:

- Retired IAS officers who served in the respective state cadre

- Former State Civil Service officers (e.g., KAS, RAS, MCS, etc.).

- Ex-Commissioners or departmental heads with hands-on experience in HR/Personnel/Admin portfolios.

- Strong familiarity with state government functioning, HR policy, and public administration reforms.

- Ability to provide nuanced, contextual input in a structured and timely manner.

Other Information:

The engagement is expected to start immediately and will continue for a duration of 6 months.

This is a remote advisory role, with a time commitment of 23 hours per week. Experts will be engaged on a flexible, hourly basis, and compensated accordingly. States of focus include Tamil Nadu, Karnataka, Telangana, Maharashtra, Rajasthan, and Madhya Pradesh.
